Es werden IT-Systeme zur "Bilanzierung" und "Abrechnung" von Wasserstoffmengen im Wasserstoffmarktgebiet gemäß der BNetzA-Festlegung WasABi benötigt, in welchem Prozesse systemübergreifend laufen. Gegenstand dieser Beschaffung ist die vollständige Planung, Erstellung, Integration, Implementierung, Inbetriebnahme sowie der Betrieb einschließlich Wartung und Weiterentwicklung der IT-Systeme "Bilanzierung" und "Abrechnung", welche systemübergreifend und nahtlos (seamless) laufen und die im Anforderungskatalog beschriebenen Anforderungen des Auftraggebers erfüllen. Das Bilanzierungssystem dient der Verarbeitung, Zuordnung und Bewertung aller bilanzierungsrelevanten Daten. Es stellt sicher, dass von Marktteilnehmern übermittelte Nominierungen, Messwerte, Allokationen und Prognosen konsistent verarbeitet sowie bilanziellen Strukturen zugeordnet werden und daraus die regulatorisch erforderlichen Kennzahlen berechnet werden. Das Abrechnungssystem baut auf den Ergebnissen der Bilanzierung auf und übernimmt die vollständige Erstellung und Abwicklung der Abrechnungen einschließlich der Belegerstellung (Fakturierung). Hierzu werden die im Bilanzierungsprozess ermittelten Mengen und Bewertungsgrößen mit Preisinformationen und externen Datenquellen zusammengeführt und in abrechnungsfähige Belege, Buchungen und Auswertungen überführt. Beide Systeme stellen die relevanten Daten und Ergebnisse über definierte Schnittstellen den Umsystemen des Marktgebietsverantwortlichen zur Verfügung. Die marktseitige Verteilung der Informationen erfolgt über den zentralen Data Hub, der als technische Kommunikationsplattform fungiert.
