Der Leistungsumfang umfasst den laufenden SaaS-Betrieb einschließlich Wartung und Support sowie nachrangige Leistungen zur fachlichen und technischen Weiterentwicklung der bestehenden Anwendung. Die Leistungserbringung erfolgt im Rahmen einer länderübergreifenden Zusammenarbeit der Länder der Bundesrepublik Deutschland unter Federführung des Landes Nord-rhein-Westfalen. Der Auftragnehmer erbringt seine Leistungen weisungsgebunden gegenüber dem federführenden Land und in Abstimmung mit den vorgesehenen länder-übergreifenden Gremien- und Steuerungsstrukturen. Betrieb, die technische Betreuung, der Anwendersupport, Schulung und Weiterentwicklung eines webbasierten Learning-Management-Systems (LMS) im Software-as-a-Service-Modell (SaaS). Einzelheiten sind dem Leistungsverzeichnis zu entnehmen. Nicht Gegenstand der Vergabe sind die Beschaffung, Überlassung oder Lizenzierung der Anwendung DigLu als Bestandssystem sowie die Beschaffung proprietärer Standardsoftware als funktionaler Kern der Lösung.
