Das bestehenden Bruker-System des Fraunhofer IKTS wurde durch zusätzliche Leistungen/Komponenten des ursprünglichen Auftragnehmers Bruker France S.A.S. in Form von Bruker-TI950-Upgrade Performech II controller for TI 950 aufzurüsten. Der Auftrag kann unter Bezugnahme auf den Ausnahmetatbestand §14 Abs. 4 Nr. 2 Buchstabe b) VgV nur von einem bestimmten Wirtschaftsteilnehmer, der Bruker France S.A.S., ausgeführt werden, da die Leistungen zwingend durch den ursprünglichen Auftragnehmer zu erbringen sind und daher aus technischen Gründen kein Wettbewerb vorhanden ist.
