Vergeben wird eine Rahmenvereinbarung mit bis zu drei Auftragnehmern, aus der bei Bedarf einzelne Quartiersprojekte per Miniwettbewerb abgerufen werden Die WHG Wohnungsbau- und Hausverwaltungs-GmbH Eberswalde (WHG), kommunales Wohnungsunternehmen im Landkreis Barnim mit rund 5.800 Wohnungen und rund 100 Gewerbeeinheiten in 374 Immobilien, beabsichtigt den Abschluss einer Rahmenvereinbarung gemäß § 21 VgV mit bis zu drei Contractoren (Auftragnehmern) über Nahwärme-Contracting-Leistungen für Wohnobjekte im Stadtgebiet Eberswalde. Leistungsgegenstand ist die vollständige Wärmeversorgung ausgewählter WHG-Quartiere im Modell des Wärmeliefer-Contractings (Energieliefer-Contracting): Planung und Projektierung, vollständige Vorfinanzierung, Errichtung der Wärmeerzeugungsanlage, des Verteilnetzes, der Übergabestationen und Nebenanlagen sowie Betrieb, Wartung und Instandhaltung über die gesamte Vertragslaufzeit gemäß DIN 31051. Die Vergütung erfolgt ausschließlich über den vereinbarten Wärmepreis (Jahresgrundpreis und Arbeitspreis); das Eigentum an den errichteten Anlagen verbleibt beim Auftragnehmer. Investitionsbeiträge des Auftraggebers sind grundsätzlich nicht vorgesehen, projektindividuell sind Baukostenzuschüsse möglich.
