Ab dem 1. Januar 2027 sind die Länder verpflichtet, ein Netz an ausreichenden, niedrigschwelligen, fachlichen sowie bedarfsgerechten Schutz- und Beratungsangeboten in angemessener geographischer Verteilung sicherzustellen (§ 5 GewHG). Ab dem 1. Januar 2032 haben gewaltbetroffene Frauen einen Anspruch auf kostenfreien Schutz und fachliche Beratung (§ 3 GewHG). Die Länder sind zudem verpflichtet, Ausgangsanalysen und eine Entwicklungsplanung durchzuführen (§ 8 GewHG). Das Niedersächsische Ministerium für Soziales, Arbeit, Gesundheit und Gleichstellung beabsichtigt in diesem Zusammenhang die Vergabe einer wissenschaftlichen Studie. Diese besteht aus einer Ausgangsanalyse (aktueller Ist-Stand der Beratungs- und Schutzangebote im Gewalthilfebereich) und Bedarfsplanung sowie darauf aufbauend einer Entwicklungsplanung.
