Das ISEK Hillerheide, welches 2015 im Auftrag der Stadt Recklinghausen erarbeitet und vom Rat beschlossen wurde, definiert die folgenden fünf Leitprojekte zur Entwicklung des Stadtteils Hillerheide: 1. "Zukunftskonzept ehemalige Trabrennbahn" 2. "Städtebauliche Integration Blitzkuhlenstraße" 3. "Attraktive Mitte Gertrudisplatz" 4. "Stadtteilleben - vorhandenes ergänzen und vernetzen" 5. "Energetische Quartierssanierung" Gegenstand der Ausschreibung sind Gesamtgutachterleistungen im Zusammenhang mit einer CKW Belastungsfahne im Bereich des ehemaligen Trabrennbahnareals in Recklinghausen. Die CKW-Belastung geht auf eine industrielle Vornutzung im Bereich des heutigen Wohnquartiers Maybacher Heide zurück und wurde durch eine temporäre Bauwasserhaltung zur Herstellung eines Sees auf dem ehemaligen Trabrennbahngelände erneut akut. Die zu vergebenden Leistungen umfassen: -Fachgutachterliche Begleitung und Auswertung des Gesamtmonitorings sowie der Abwehr- und Sicherungsmaßnahmen (Pump & Treat) -Gesamtkoordination aller Maßnahmen (Abwehrmaßnahme, Sicherungsmaßnahme, Grundwassermonitoring) Fachplanung Technische Ausrüstung gem. § 55 i. V. m. Anlage 15 HOAI (Planung der Grundwasserreinigungsanlage) -Objektplanung Ingenieurbauwerke gem. § 43 i. V. m. Anlage 12 HOAI (Planung der Förderbrunnen) -Gutachterliche Überprüfung der Planfeststellungsunterlagen sowie Erstellung des Verträglichkeitsnachweises Heidesee -Betreuung und Auswertung des chemischen und hydraulischen Grundwassermonitorings inkl. Dokumentation und Abstimmung mit Behörden Der Höchstwert der Rahmenvereinbarung ergibt sich als Summe der in den Vergabeunterlagen (Anlage 04) ausgewiesenen Höchstmengen je Position, multipliziert mit den jeweils angebotenen Einheitspreisen, und wird nach Zuschlagserteilung als Gesamthöchsthonorar vertraglich fixiert. Die Rahmenvereinbarung verliert ihre Wirkung, wenn dieses Gesamthöchsthonorar erreicht ist
