Description

Gegenstand des Vergabeverfahrens ist der Umschlag von Bioabfällen aus dem Kreis Herford. Der Auftrag umfasst die Bereitstellung der Umschlaganlage und deren Betrieb. Sowohl die Sammlung und der Transport der Bioabfälle zur Umschlaganlage als auch die Abholung und Weitertransport der Bioabfälle sind nicht Gegenstand des zu vergebenden Auftrags. Der Auftragnehmer hat in einem vom Auftraggeber definierten Suchgebiet (siehe den als Vergabeunterlage H3 bereitgestellten Lageplan) eine Umschlaganlage bereitzustellen und zu betreiben. Es steht den Bietern frei, sich mit einer bereits vorhandenen oder einer erst noch zu errichtenden Umschlaganlage am Verfahren zu beteiligen. Der gesamte Umschlag der Bioabfallmengen muss an einer Umschlaganlage erfolgen. Mehrere Umschlaganlagen sind nicht zugelassen. Die ausgeschriebenen Leistungen umfassen alle notwendigen Teilleistungen ab der Anlieferung der Bioabfälle (durch die kreisangehörigen Kommunen bzw. von diesen beauftragte Dritte) an der Umschlaganlage des Auftragnehmers bis hin zur Verwiegung der Sammelzüge beim Verlassen der Umschlaganlage. Der Abtransport der Abfälle erfolgt mittels Sammelzügen durch den Auftraggeber oder beauftragte Dritte. Das Nähere regelt die Leistungsbeschreibung.
