Die Westfälische Hochschule Gelsenkirchen (WH) plant den Neubau des "H2 Solution Lab for Hydrogen Applications". Es handelt sich um einen Forschungsneubau mit ca. 2.000 m² Grundfläche, einschließlich hochspezialisierter Wasserstofftechnik mit 1 MW H2 Leistung (Elektrolyse, Brennstoffzellenmodule, Speicher, Verdichter u.a.), und soll sowohl für Forschungs- und Entwicklungsarbeit als auch für Demonstrations- und Transferaktivitäten genutzt werden. Zusätzlich sind Arbeitsplätze für Forschungszwecke (mit Laborelementen) sowie Büro- und Seminarräume vorgesehen. Ziel ist die Errichtung und der Betrieb des Gebäudes durch einen Privaten Partner in einer Öffentlich-privaten Partnerschaft (ÖPP). Die Vergabe wird im Rahmen eines EU-weiten Vergabeverfahrens mit vorgeschaltetem Teilnahmewettbewerb durchgeführt und soll in einem Los erfolgen. Gegenstand des Verfahrens ist es, einen Partner (Unternehmen oder eine Bietergemeinschaft) zu finden, der im Rahmen der Realisierung wesentliche Teile der Planung, die bauliche Errichtung der Infrastruktur und deren Inbetriebnahme inkl. Montage und Inbetriebnahme der Wasserstofftechnik übernimmt sowie im Rahmen einer vrsl. 25 jährigen Betriebsphase das kaufmännische und technische Gebäudemanagement (inkl. Inspektion, Wartung und Instandsetzung) durchführt. In Abgrenzung dazu soll im Rahmen des Auftrags die Leistung der Instandhaltung (Inspektion, Wartung und Instandsetzung) der Hauptkomponenten der Wasserstofftechnik wie Elektrolyseur, Brennstoffzellensystem und Verdichter für bis zu 15 Jahre übernommen werden. Das Projekt wird maßgeblich durch Fördermittel finanziert. Der zeitliche Rahmen sieht die Durchführung des ÖPP-Verfahrens voraussichtlich ab Q2 2026 bis Q1 2027 vor, mit anschließender Bau- und Betriebsaufnahme bis Q4 2029. Die aktuelle Kostenprognose für die Realisierung des H2 Solution Lab liegt nach derzeitiger Kalkulation bei rund 30 bis 35 Mio. EUR brutto und wird mit Bewilligungsbescheid für die weitere Förderung zu Beginn der Förderphase 2 fixiert. Die Kostenprognose für die 25 jährige Betriebsphase liegt bei rund 10 bis 15 Mio. EUR brutto Preisstand heute.
