Description

Die Gemeinde Bodman-Ludwigshafen (nachfolgend: „Auftraggeberin“) beabsichtigt, ein überwiegend nach der „Richtlinie zur ‚Förderung zur Unterstützung des Gigabitausbaus der Telekommunikationsnetze in der Bundesrepublik Deutschland‘“, Bekanntmachung des Bundesministeriums für Verkehr und digitale Infrastruktur vom 31.03.2023 in der Änderungsfassung vom 30.04.2024 (nachfolgend: „Gigabit-RL 2.0“) sowie der „Verwaltungsvorschrift des Innenministeriums zur Mitfinanzierung der Bundes-Richtlinie ‚Förderung zur Unterstützung des Gigabitausbaus der Telekommunikationsnetze in der Bundesrepublik Deutschland‘“ des Landes Baden-Württemberg (nachfolgend: „VwV Gigabitmitfinanzierung“) im sog. Betreibermodell gefördertes gigabitfähiges Glasfasernetz im Gebiet der Gemeinde Bodman-Ludwigshafen zu ihrem Eigentum zu errichten. Ein Generalunternehmer (Los 1) übernimmt sowohl den geförderten als auch den nicht geförderten Netzausbau der Netzebene 3, wobei der nicht geförderte Ausbau eine untergeordnete Rolle einnimmt. Hierdurch ergeben sich besondere Anforderungen an die Leistungserbringung, insbesondere mit Blick auf die gesonderte Erbringung und Abrechnung der geförderten bzw. nicht geförderten Tiefbauleistungen. Der Ausbau soll sowohl zur Hebung von Kosten- als auch Koordinationssynergien sowie zur förderschonenden Mittelverwendung gleichwohl durch einen Generalunternehmer erfolgen. Los 1 (Netzebene 3) betrifft insgesamt ca. 1537 Adressen (1417 gefördert, 120 ungefördert).; Ein Generalunternehmer (Los 2) übernimmt den ohne Fördermittel erfolgenden flächendeckenden Ausbau der Glasfaser-Inhouse-Verkabelung in Gebäuden, der sog. Netzebene 4. Los 2 (Netzebene 4) betrifft insgesamt ca. 1028 Wohn- und Geschäftseinheiten.
