- Einführung und Betrieb einer Lernplattform für den Auftraggeber - Erbringung als Generalunternehmer (Unterauftragnehmer möglich) - Umfassendes System mit Seminarverwaltung, Lernmanagement, Videokonferenzing, Abrechnung etc. - Schulung der Administratoren des Auftraggebers - Einbindung von Pilotkommunen als Kunden des Auftraggebers, Die erbrachten Leistungen werden über den Auftraggeber auch den Mitgliedern des Vereins zur Verfügung gestellt. - Rahmenvertrag über 4 Jahre (Teil-(Rahmen)-Vertrag über die Erstellung bzw. Anpassung von Software) - Cloudvertrag über 4 Jahre nebst Verlängerungsoption je 12 Monate. - Betrieb mind. für das Niedersächsisches Studieninstitut für kommunale Verwaltung e.V. (ca. 10.000 Lernende im Jahr) sowie weiterer Vereinsmitglieder (zunächst sieben Pilotkommunen ca. 20.000 Lernende). - Weitere Mitglieder (grds. öffentlicher Verwaltungen) im Anschluss möglich ca. 150.000 Lernende
