Description

Implementierung eines infrastrukturellen Personalpool-Modells zum präventiven Einsatz von nicht-lehrendem Personal und zur Erfüllung des Rechtsanspruchs auf Ganztagsbetreuung ab dem Schuljahr 2026/2027. Der Rhein-Erft-Kreis (REK) ist Träger von vier Förderschulen mit Primarstufe, die im gebundenen Ganztag geführt werden. An allen vier Förderschulen soll ein Personalpool-Modell, bestehend aus Klassenassistenzen, implementiert werden. Bei der Betreuung/Unterstützung der Schülerinnen und Schüler (SuS) während der Unterrichtszeiten handelt es sich um ein präventives, den Leistungen der Eingliederungshilfe (Leistungen zur Teilhabe an Bildung) vorgelagertes Angebot, das die Teilhabe an Bildung aller Kinder und Jugendlicher im Schulalltag ermöglichen soll. Der Einsatz von nicht-lehrendem Personal als Klassenassistenz sichert die Teilhabe am Unterricht in der Schule. Er sichert den Pflichtschulbesuch mit dem Ziel, die bestehende Teilhabebeeinträchtigung in der Schule zu reduzieren bzw. bestenfalls zu beseitigen, sodass der junge Mensch zunehmend ohne die Unterstützung in der Schule und ihrem direkten Umfeld zurechtkommt. Die Klassenassistenz soll Hilfe zur Selbsthilfe leisten und den Unterstützungsbedarf im Laufe der Begleitung minimieren.
