Description

The European Agency for Safety and Health at Work (EU-OSHA) plans to launch a negotiated procurement procedure for data review, statistical analysis and data visualisation services supporting its forthcoming report, “OSH in Europe: State and Trends”. The new report will update the evidence presented in the 2023 edition and examine how major transformations in work are reshaping occupational safety and health (OSH) in Europe. The “OSH in Europe: State and Trends 2023” report is available here: https://osha.europa.eu/en/publications/occupational-safety-and-health-europe-state-and-trends-2023 The contract will cover three complementary tasks: 1. updating the quantitative evidence used in the 2023 report; analysing newly available data, comparing them, where appropriate, with previous comparable waves or reference periods; 2. Identify relations between indicators, trends and discuss areas of improvement, concern or stagnation and 3. selectively extend existing analyses at a broader context of megatrends, where further work would provide clear analytical or policy added value. The contractor will not be required to draft the complete report or collect new primary data. Expected deliverables Deliverables will include: an inception package with the inventory of 2023 statistical evidence, evidence map, dataset mappings, analytical questions and proposed methods; a 2023-to-current statistical crosswalk; a comparison matrix for new and previous comparable data; and an evidence-use log showing which findings were adopted, reproduced, updated, extended or excluded. The contractor will provide an interim and a final report, where all the findings will be presented. These will describe the methodology used for the analysis, the main findings and a discussion part which will critically assess and discuss each finding. Further to the OSH discussion, each one of the areas mentioned about should be discussed in dedicated section of the reports. The contractor will also provide in the reports interim and final statistical findings; updated tables and figures; targeted descriptive and inferential analyses; approximately 25-35 additional publication-quality graphs for new or extended analyses; editable graphs and underlying data tables; reproducible scripts and relevant data dictionaries; methodological, source, uncertainty and limitations notes; a concise synthesis; a technical annex. Visualisations must communicate the main findings clearly to non-specialist research and policy audiences. Finally, a PowerPoint presentation should be prepared by the contractor, presenting the main findings. Publication of this ex-ante publicity notice does not constitute a commitment by EU-OSHA to launch the procurement procedure. The planned maximum duration is seven months. The maximum budget is EUR 50,000, excluding VAT. Expression of interest Economic operators may express their interest either individually or as members of a consortium. Please note that invited candidates may submit a joint tender with other economic operators only if they have previously expressed their interest as a consortium.
