Den forventede målgruppe for boligerne er borgere med fysiske og psykiske funktionsnedsættelser, heraf en væsentlig andel med demenssygdomme, primært fra let til moderat grad, men der forventes også beboere med demens i svær grad. Vindende Tilbudsgiver skal udføre bygherrerådgivning, herunder blandt andet udarbejde byggeprogram med henblik myndighedsgodkendelse samt efterfølgende gennemføre udbuddet af totalentreprisen frem til endelig aflevering.
