Viborg Kommune udsender nærværende EU-udbud vedrørende en hovedentreprisekontrakt på omdannelse af byrummene i Viborg Domkirkekvarter - et kulturelt kraftcenter, der samler områdets seværdigheder til en sammenhængende attraktion. Domkirkekvarteret er rigt på historie om Viborg rolle gennem århundreder, der både udspiller sig over og under jorden i form af skjulte ruiner, gamle kirkegårde, historiske bygninger, mindesmærker og monumenter. AB18 med tilføjelser er gældende for hovedentreprisen. Ordregiver forventer at prækvalificere 5 tilbudsgivere til at afgive tilbud på entreprisen. Efter ansøgningsfristens udløb kontrollerer bygherre om ansøgningen er konditionsmæssig, hvilket indebærer at følgende punkter er opfyldt: • Ansøgningen er indkommet rettidigt og via udbudssystemet, • Ansøgningen indeholder den krævede information, • Der er ikke taget forbehold for grundlæggende elementer i udbudsmaterialet, • Ansøgningen overholder samtlige mindstekrav. Er et eller flere af ovenstående punkter ikke opfyldt, vil ansøgningen som udgangspunkt ikke blive medtaget den eventuelle videre udvælgelse samt udbudsproces. Bygherre er berettiget, men ikke forpligtet, til at indhente manglende oplysninger, såfremt dette kan ske i overensstemmelse med Udbudslovens § 159, stk. 5. Bygherre vil ved udvælgelsen lægge vægt på de oplysninger, som ansøgerne har afgivet i ESPD'et del III, afsnit C (Teknisk og faglig formåen i form af referencer). Ansøger skal i prækvalifikationsansøgningen demonstrere at besidde de for den udbudte opgave nødvendige erfaringer i relation til såvel udførelse af tilsvarende opgaver. Ved vurdering af ansøgers referencer vil der blive lagt vægt på, at hovedentreprenørens referencer dokumenterer erfaring med anlægsarbejder i kompleksitet svarende til den aktuelle opgave. Bygherre vil foretage en samlet vurdering af ovenstående kriterier. Såfremt der modtages flere end fem (5) konditionsmæssige ansøgninger, der ikke er omfattet af udelukkelsesgrundene jf. udbudsbetingelserne, og som opfylder egnethedskravene, udvælges/prækvalificeres de 5 ansøgere, der opfylder mindstekravene for deltagelse, og som herudover i lyset af den udbudte opgave har den bedste tekniske og faglige formåen og som sikrer det bedste konkurrencefelt i overensstemmelse med den ovenstående fremgangsmåde.
