Udbuddet gennemføres som udbud med forhandling efter udbudslovens afsnit II, §§ 61-66. Årsagen til at udbuddet gennemføres som udbud med forhandling er, at Boligorganisationen Tårnbyhuse ønsker en drøftelse af, hvilke projektmæssige og aftalemæssige forhold, der har væsentlig betydning for tilbuddet, samarbejdet og valg af tekniske løsninger. Udbuddet omfatter tre faser: en ansøgningsfase, en forhandlingsfase og en tilbudsfase. Projektet udbydes samlet, da det er Boligorganisationen Tårnbyhuses vurdering, at realiseringen af opgaven sker mest hensigtsmæssigt i en samlet aftale med henblik på at minimere omkostninger til grænseflader og forenkle koordinerings- og ansvarsforhold i projektet.
