Description

Udbuddet omfatter drift og bemanding af sundheds- og tandlægeklinikken i Gjilan fængslet i Kosovo samt online psykiaterkonsultationer. Klinikken skal varetage sundheds- og tandlægefaglige ydelser til et kontinuerligt omfang af 300 udvisningsdømte indsatte i fængslet i Kosovo. Der er tale om indsatte, der kommer fra ikke-EU eller ikke-EØS lande, og ikke har dansk ophold. Antallet kan dog i perioder være lavere, hvorfor der i perioder kan være behov for at op- eller nedskalere bemandingen. Der forventes ligeledes en indfasningsperiode på op til 5 kvartaler, før fængslet bliver fuldt besat med alle 300 pladser. Sundhedsklinikken i fængslet i Kosovo vil være underlagt dansk jurisdiktion og leverandøren skal efterleve gældende retningslinjer for sundheds- og tandlægebehandling, herunder tilsyn fra diverse styrelser under Sundhedsministeriet samt eksempelvis ombudsmanden, arbejdstilsynet ol. Sundhedsklinikken skal etableres med dansk autoriseret sundhedspersonale, der kan varetage de indsattes sundheds- og tandfaglige problemstillinger. Sundhedsklinikken skal være bemandet alle døgnets 24 timer - som udgangspunkt ved fysisk tilstedeværelse af både sygeplejerske og læge. Sundhedsklinikkens opgaver vil svare til dem i lægepraksis i et dansk fængsel - med tillægsfunktion af ” miniskadesstue”, samt ugentligt fremmøde af tandlæge samt et antal online psykiaterkonsultationer. Akut behandling (miniskadesstue) og transportledsagelse i ambulance/liggende transport vil kunne forekomme og således være en del af opgaveporteføljen.
