L’ajuntament d’Esplugues disposa del servei espai municipal de les arts - escola de ceràmica, pintura i dibuix . Es tracta d’un servei consolidat i que ofereix una oferta formativa àmplia mitjançant la contractació d’una empresa externa amb els coneixements de les matèries artístiques per tal d’oferir els serveis. La gestió del servei inclou els ensenyaments de ceràmica, pintura, dibuix i de les arts en general. L’empresa adjudicatària haurà de determinar el personal específic que vincularà a l’execució del seu projecte, així com la seva integració amb el personal de l’Ajuntament. El personal haurà de realitzar els cursos normalitzats de “torn” en els horaris que s’indiquin i col·laborarà en aquells cursos que li siguin requerits. L'empresa adjudicatària assumirà la creació, la gestió, la programació i el desenvolupament d’activitats culturals en l’àmbit de la ceràmica, la pintura, el dibuix i les arts que conformen l’Espai Municipal de les Arts d’Esplugues
