Предметът на динамичната система за покупки /ДСП/ е „Доставка на резервни части и консумативи за леки автомобили“, съгласно утвърдената "Техническа спецификация" с рег. № 3Н-1242/20.02.2026 г. /Приложение 1/ и списък на марките, моделите, модификации, вид на двигателя и година на производство на леките автомобили, за които ще бъдат доставяни резервни части и консумативи, определени в Приложение 2. Подлежащите на доставка резервни части и консумативи следва: - да бъдат нови, неупотребявани, да не са мостри и да не са рециклирани; - да отговарят на използваните Каталози за съответната марка и модел лек автомобил; - да съответстват напълно на изисквания на Възложителя; - да притежават гаранция минимум 6 (шест) месеца от датата на доставката. Опция: Възложителят си запазва правото да заменя марки и модели леки автомобили, в зависимост от конкретните си нужди, чрез добавянето на нови, като необходимите резервни части и консумативи ще бъдат определяни при възлагането на всяка конкретна обществена поръчка, в рамките на създадената ДСП, за срока на действието й. ДСП не е разделена на отделни категории по смисъла на чл. 83, ал. 3 от ЗОП. Срокът за който се създава ДСП е 24 (двадесет и четири) месеца или до достигане на прогнозната й стойност, което от двете обстоятелства настъпи първо. Резервните части и консумативи от предмета на ДСП се доставят с транспорт и за сметка на Изпълнителя, на територията на военно формирование 52370 - Негушево и/или военно формирование 22620 - София, като конкретното място за изпълнение се определя при стартиране на всяка конкретна поръчка. Обществената поръчка се възлага въз основа на икономически най-изгодната оферта, която се определя въз основа на критерий за възлагане „най-ниска цена”, съгласно чл. 70, ал. 2, т. 1 от ЗОП, за всеки конкретен артикул по всяка конкретна поръчка от ДСП. За възлагането на обществени поръчки чрез ДСП ще се прилагат правилата за ограничена процедура, съгласно ЗОП и ППЗОП.
