Проектът да включва генерален план, проекти за местообитания на дивите животни с условия близки до естествените им обитания, съобразени с изискванията на ЗБР, Наредба № 6/23.10.2003 г., добрите практики на Европейската асоциация на зоопарковете и аквариумите (ЕАЗА) и съгласно плана за развитие и плана за консервационни дейности на Зоопарк Стара Загора, както и изграждане на цялата необходима инфраструктура за правилната експлоатация на зоопарка. Проектът да съдържа следните части: „Технологична“ „Архитектурна“; „Паркоустрояване и благоустрояване“; „Конструктивна“; „Електрическа“; „ВиК“; „ТОВК“ „Енергийна ефективност“ „Геодезическа“; „Пътна“ „Организация и безопасност на движението“ и „Временна организация и безопасност на движението“; „Пожарна безопасност“ „План за безопасност и здраве“; „План за управление на строителните отпадъци“; Инженерно-геоложки доклад и други необходими за издаване на разрешение за строеж. Инвестиционният проект следва да бъде изработен във фаза технически. Отделните части на инвестиционния проект трябва да се изработят по реда и условията в Наредба № 4 от 2001г. за обхвата и съдържанието на инвестиционните проекти.
