Description

Beschaffung von Cloud-Services der aconso AG für die kantonale Verwaltung des Kantons Aargau einschliesslich des Mandanten Personaldienst Lehrpersonen des Departements Bildung, Kultur und Sport (BKS) mit insgesamt rund 25'000 Mitarbeitenden. Der Leistungsumfang umfasst die Bereitstellung und den Betrieb der digitalen Personalaktenlösung (eDossier), den Document Service zur Erstellung und Verwaltung von HR-Dokumenten sowie die erforderlichen technischen Schnittstellen zur Anbindung der bestehenden Umsysteme. Die Beschaffung beinhaltet die Nutzung der entsprechenden Cloud-Lizenzen einschliesslich Betrieb, Wartung, Support sowie die Durchführung der Migration der bestehenden Lösung in die aktuelle Cloud-Plattform von aconso. Im Rahmen der Marktabklärung sowie aufgrund vorliegender schriftlicher Bestätigungen potenzieller Vertriebspartner wurde festgestellt, dass für die erforderlichen Leistungen im Zusammenhang mit der Cloud-Migration sowie dem Betrieb der bestehenden aconso-Lösung nur die aconso AG als Anbieterin in Frage kommt. Die freihändige Vergabe erfolgt daher gestützt auf Art. 21 Abs. 2 lit. c IVöB, da aufgrund der Markt- und Vertriebssituation kein wirksamer Wettbewerb besteht und nur eine Anbieterin die Leistungen erbringen kann.
