Der Kanton Bern sucht für die Verwaltungsregionen Seeland (inkl. Biel-Bienne) und Berner Jura mehrere Rahmenvertragspartner für die Erbringung von infrastrukturellen Dienstleistungen (Gebäudereinigung, Hauswart- und Hausdienstleistungen sowie Grünpflege). Das Gesamtpotenzial liegt bei ca. 20'000 Quadratmetern (Amtsgebäude und Schulen). Es wird mit max. 3 Firmen ein Rahmenvertrag abgeschlossen. Die einzelnen Dienstleistungen werden grundsätzlich von den Organisationseinheiten der Verwaltung des Kantons Bern oder dessen Träger öffentlicher Aufgaben dezentral, direkt selber abgerufen, wobei der Auftrag für die grösseren Standorte mit einem sog. Mini-Tender-Verfahren erteilt wird (die direkte Auftragserteilung bleibt vorbehalten). Ausgenommen davon sind die drei Standorte, welche im Rahmen der vorliegenden Ausschreibung konkret offeriert werden müssen: die jeweiligen Gewinner dieser Standorte erhalten zusätzlich das Recht auf den Abschluss eines Einzelvertrages für den konkreten Standort. Die für die drei Standorte offerierten Ansätze werden in den Rahmenvertrag überführt.
