Le présent marché constitue un accord-cadre mono-attributaire au sens de la réglementation relative aux marchés publics. Il fixe les conditions applicables aux prestations récurrentes ainsi qu’aux prestations et développements complémentaires qui pourront être commandés au fur et à mesure des besoins du pouvoir adjudicateur pendant sa durée. L’accord-cadre a pour objet la fourniture, la mise en oeuvre, la maintenance, le support et l’évolution d’un système intégré de gestion des ressources humaines, couvrant notamment : • la gestion complète de la paie des agents contractuels, statutaires, mandataires, bénévoles et rentiers (y compris gestion des primes, des absences, des interruptions de carrière, des jetons de présence, des déclarations fiscales et sociales, etc.) ; • la gestion du temps et des présences, incluant les badgeages, la validation des congés, l’encodage et la validation du télétravail, la gestion des missions, la planification, ainsi que l’accès agent via portail web et application mobile. Le marché vise à garantir une cohérence fonctionnelle et technique complète entre ces deux domaines, dans une approche unique et intégrée. Il ne comprend pas la fourniture des terminaux physiques de badgeage. Le pouvoir adjudicateur en dispose déjà. Les soumissionnaires devront s’assurer de la comptabilité de leur solution avec l’usage des pointeuses actuelles (voir annexe E). Le marché sera conclu pour une durée maximale de 10 ans. La durée de ce marché s’explique par les investissements et développements nécessaires pour la mise à disposition d’une solution répondant aux besoins et contraintes d’HYGEA.
