Het Universitair Ziekenhuis Antwerpen (UZA) wenst een contractuele samenwerking aan te gaan betreffende de ontwikkeling, integratie, commercialisering en het onderhoud van een vernieuwde facturatie-engine waarin de bestaande softwaremodule Factura geheel dan wel gedeeltelijk wordt geïntegreerd. Factura vindt haar oorsprong in de door UZA intern ontwikkelde FAKT-software, die sinds 1997 wordt gebruikt voor de verwerking en facturatie van medische prestaties binnen het ziekenhuis. In samenwerking met QFrame werd deze toepassing grondig gemoderniseerd en verder ontwikkeld tot het huidige Factura-platform. Hoewel Factura vandaag een belangrijke rol speelt binnen de administratieve processen van het UZA, is een duurzame toekomst voor de toepassing enkel mogelijk wanneer zij deel uitmaakt van een breder en geïntegreerd administratief softwarelandschap. Voor het UZA vormen patiëntadministratie, tarificatie en facturatie immers één onlosmakelijk geheel. Een efficiënte, kwalitatieve en betrouwbare administratieve verwerking van zorgprestaties vereist een naadloze samenwerking tussen deze verschillende processen. Om die reden kan Factura niet als een afzonderlijke toepassing worden beschouwd. De software moet gekoppeld worden aan en aangestuurd worden door een performant en toekomstgericht patiëntadministratiesysteem dat de gegevensstromen beheert waarop de tarificatie- en facturatieprocessen steunen. Binnen dit kader wil UZA samen met Zorgi, QFrame en Cronos (waarbij Cronos zich borg stelt en garant staat voor de nakoming door QFrame van haar verplichtingen) onderzoeken op welke wijze de bestaande technologie, expertise en intellectuele eigendomsrechten kunnen worden samengebracht om tot een duurzame oplossing te komen, zowel voor de interne werking van het ziekenhuis als voor mogelijke verdere valorisatie van de software in de zorgsector. De samenwerking moet de continuïteit van de huidige dienstverlening tijdens de transitie waarborgen en tegelijk leiden tot een toekomstgerichte, geïntegreerde en schaalbare oplossing voor patiëntadministratie, tarificatie en facturatie.
