Deze opdracht heeft tot doel een raamovereenkomst te sluiten voor de aanschaf, de integratie, de ingebruikname, het correctief en evolutief onderhoud en de aanschaf en/of eventuele ontwikkeling van nieuwe functionaliteiten voor een Congestion Management System. De opdracht heeft tot doel een Raamovereenkomst te sluiten met meerdere Ondernemers. Het doel van de opdracht is om een Raamovereenkomst in cascade te sluiten met de eerste 2 Inschrijvers, gerangschikt volgens de gunningscriteria. Alleen de Inschrijver die volgens de gunningscriteria als eerste is gerangschikt, zal als ‘actieve’ Opdrachtnemer worden beschouwd. De andere Inschrijver (tweede gerangschikt) zal als ‘Reserveopdrachtnemer’ worden beschouwd. Het contract van deze laatste kan alleen worden geactiveerd indien de actieve Opdrachtnemer in gebreke blijft. In dit kader behoudt de Aanbestedende Overheid zich, met respect voor de regelgeving inzake overheidsopdrachten, het recht voor om een beroep te doen op de Reserveopdrachtnemer die de op één na economisch meest voordelige offerte heeft ingediend op basis van de gunningscriteria van de Raamovereenkomst (cascadeprincipe). Bijgevolg zal het contract van de in gebreke blijvende Opdrachtnemer voor de voormelde Raamovereenkomst voor de resterende duur van de Raamovereenkomst worden opgezegd, overeenkomstig de ambtshalve maatregelen voorzien in het KB van 14/01/2013 tot bepaling van de algemene uitvoeringsregels van de overheidsopdrachten. De opdracht bestaat uit 1 perceel: Perceel 1: Congestion Management System Dit perceel omvat de implementatie van een geavanceerd congestiebeheersysteem, inclusief: • mogelijkheden om de vermogensverdeling te berekenen en de toestand van het elektriciteitsdistributienet in te schatten; • verbruik- en productieprognoses op korte termijn; • identificatie van congestierisico's via een Congestion Risk Indicator (CRI); • optimalisatie en classificatie van herstelmaatregelen, waaronder met name het gebruik van contractuele flexibiliteit, met een register van flexibele klanten en hun activeringsmodaliteiten. Deze oplossing moet worden ontworpen met het oog op een nauwe, robuuste en bidirectionele integratie met het ADMS/SCADA-systeem dat Sibelga gebruikt. De opdracht heeft ook betrekking op de noodzakelijke interfaces met de systemen waarmee het systeem moet kunnen communiceren om de vereiste functies te dekken (GIS, MDM, FlexHub enz.) om een consistent en volledig gebruik van de netgegevens en flexibiliteitsmechanismen te garanderen.
