Implementation observability tool Het doel van deze procedure is het sluiten van een nieuwe raamovereenkomst voor de aanschaf, implementatie, ondersteuning en het onderhoud van een observability framework voor de IT-omgeving van Sibelga. Het framework omvat end-to-end observatie en monitoring van infrastructuur, applicaties, integraties, gebruikersparcours en kritieke IT-services. Het omvat onder andere de volgende capaciteiten: • Monitoring van infrastructuur en bijbehorende technische componenten, waaronder servers, besturingssystemen, containers, databases, middleware, applicatiegerelateerde netwerkcomponenten, berichtenwachtrijen, API's en integratieplatforms. • End-to-end monitoring van applicaties en transacties, met mogelijkheden voor anomaliedetectie, versnelde diagnostiek, afhankelijkheidsanalyse en oorzaakanalyse. • Monitoring van de gebruikerservaring, zowel reëel als gesimuleerd, voor kritieke applicaties en gebruikerservaringen. • Verzameling, centralisatie, normalisatie, correlatie en gebruik van telemetriegegevens, waaronder metrics, events, logs en traces. • Het leveren van dashboards op maat voor verschillende rollen en verantwoordelijkheidsniveaus, waaronder management, IT-operations, applicatieteams, NOC/support en applicatie- en servicemanagers. • Het definiëren, meten en bewaken van serviceniveau-indicatoren, waaronder SLI/SLO, golden signals en error budgets, evenals de bijbehorende waarschuwingsmechanismen. • Integratie met bestaande ITSM-tools en -processen, met name voor incident-, probleem-, wijzigings-, escalatie-, rapportage- en servicebeoordelingsbeheer. • Implementatie van intelligente waarschuwingsmechanismen, die ruisonderdrukking, correlatie van waarschuwingen, prioritering op basis van bedrijfsimpact en routering naar de verantwoordelijke teams mogelijk maken. • Analyse van de impact op kritieke IT- en bedrijfsdiensten, gebaseerd op de afhankelijkheden tussen gebruikers, applicaties, technische componenten en de betrokken diensten. Het doel van deze Opdracht is het sluiten van een raamovereenkomst met alle inschrijvers die een conforme offerte hebben ingediend. De hoogst gerangschikte Inschrijver volgens de gunningscriteria wordt beschouwd als de actieve Inschrijver. Andere inschrijvers waarvan de offertes aan de criteria voldoen, worden beschouwd als reserve-inschrijvers. Hun contracten worden geactiveerd in geval van faling door de actieve opdrachtnemer (cascade). Bovendien behoudt Sibelga zich het recht voor om licenties rechtstreeks met de geselecteerde frameworkprovider af te sluiten.
