De Vlaamse Milieumaatschappij (VMM) plant een opdracht waarbij een structureel, gebiedsdekkend remote sensing programma wordt ontplooid en uitgebaat in Vlaanderen. Hierbij worden stationaire sensoren geplaatst die in staat zijn om accuraat de uitstoot van verschillende vervuilende stoffen (NOx, fijnstof, koolwaterstoffen, ammoniak, enz) via de uitlaat van wegvoertuigen te kwantificeren. Dit programma moet een betrouwbare bron worden van emissiegegevens over wegvoertuigen in werkelijke rijomstandigheden. Naast de emissiemetingen staat de opdrachtnemer in om bijkomende, voor de juiste verwerking van de gegevens en verdere interpretatie van de emissieprestaties, noodzakelijke informatie te verzamelen en zo nodig aan de aanbestedende overheid aan te leveren (bijvoorbeeld: nummerplaten, noodzakelijke gegevens voor VSP (vehicle specific power) berekening, meetlocatie, tijdstip van meting, enz). zie selectieleidraad o Perceel 1 focust op de organisatie van een remote sensing programma om verkeer te capteren op strategische plaatsen op het hoofdwegennet. Het betreft voornamelijk wegen met meerdere rijstroken, een zeer hoog verkeersvolume en hoge maximumsnelheden tot 120 km/u (waarbij de effectieve snelheden nog hoger kunnen liggen). o Het doel van dit perceel is om een zeer groot volume metingen te genereren die representatief zijn voor de emissieprestaties van voertuigen, voornamelijk op snelwegen en ringwegen.; zie selectieleidraad o Perceel 2 focust op de organisatie van een remote sensing programma om verkeer te capteren op wegen met maximaal twee rijstroken per rijrichting en een gemiddeld tot hoog verkeersvolume. Dit betreft voornamelijk een combinatie van strategische verbindings-wegen, belangrijke doorgangswegen in stedelijke of intra-stedelijke context en wegsegmenten die naar het hoofdwegennet toeleiden. o Het doel van dit perceel is om een ruimer netwerk aan meetlocaties op voornamelijk het onderliggend wegennet te realiseren dat een goede geografische dekking van het programma in Vlaanderen garandeert met sensoren die in deze rijomstandigheden een zeer hoge captatiegraad halen en zo een hoog volume aan succesvolle emissiemetingen realiseren.
