Description

Raamovereenkomst voor het aanstellen van meerdere opdrachtnemers met het oog op technische en financieel-technische ondersteuning met betrekking tot warmte in diverse aspecten, ter ondersteuning van de IOK en lokale besturen inzake warmteplanning, haalbaarheidsonderzoek warmteclustering en realisatie van de shift van fossiele naar hernieuwbare gebouwenverwarming. Sinds 2018 begeleidt IOK de lokale besturen in het opzetten van een warmtebeleid onder de noemer van ‘Warmtemakelaar Kempen’. Ondertussen werd de dienstverlening inzake warmte ingekanteld in de regiowerf ‘Patrimonium, warmte en energiedelen die een brede waaier van mogelijke diensten en activiteiten omvat die gericht is op de ondersteuning van de lokale besturen in de omslag van fossiel naar hernieuwbaar energieverbruik. IOK opereert daarbij als inhouse-orgaan, waardoor gemeenten een opdracht aan IOK toewijzen zonder marktbevraging. Voor de financieel-technische expertise inzake warmte en koeling werd daarbij beroep op externe expertise in 3 eerdere opeenvolgende raamcontracten. IOK wenst zich anno 2026 opnieuw te versterken met externe expertise warmte om (deel)opdrachten in uiteenlopende deelopdrachten binnen de regiowerf voor de gemeenten en steden uit te kunnen voeren. Het betreft met name technische en financieel-technische expertise. Inzake juridische expertise in het kader van deze dienstverlening werd reeds een parallel raamcontract afgesloten.
