Description

De huidige overheidsopdracht betreft het ontwerp (Design), de bouw (Build) en het onderhoud (Maintain) van een nieuwe infrastructuur (“DEF-toren”) ter ondersteuning van de Command & Control van de mijnenjagers en van de Anti-Submarine Warfare Frigates (ASWF) op de Marinebasis van Zeebrugge. Het project “DEF-toren” zal de bestaande verouderde infrastructuur vervangen en verschillende bestaande functionaliteiten groeperen en samenbrengen in een nieuwe infrastructuur. Het project omvat onder meer: • Afbraak van de bestaande infrastructuur • Tijdelijke keukeninfrastructuur zodat te allen tijde de marinebasis over een werkende keuken kan beschikken tijdens de bouwwerkzaamheden • Beveiligde operationele zone voor de operationele planning van de schepen, de voorbereiding van zendingen en (de)briefingzalen. • Bouw van een nieuwe refter, grootkeuken en stockage van voeding (vers en droog). • Bouw van nieuwe administratieve lokalen voor de staf van de Marine en het voorzien van alle adminstratieve ondersteunende diensten (burelen, vergaderzalen, omkleedruimtes, douches,…) • Buiteninrichting, parking en omheining inclusief veiligheidsinstallaties (intrusie-detectie, alarm,…) De uitwerking van de opdracht dient rekening te houden met de geldende stedenbouwkundige en milieuvoorschriften. Het project zal uitgevoerd worden aan de hand van een Design, Build & Maintain opdracht. Na de fase Design & Build begint een fase ‘onderhoud en exploitatie’ van 10 jaar en bijkomende opzegbare periode van 10 jaar als verplichte optie. De contractant is dan ook niet alleen verantwoordelijk voor het project en de uitvoering maar ook voor de garantie en de beschikbaarheid van de infrastructuurwerken. Compensatievergoedingen zijn voorzien voor de niet-weerhouden inschrijvers die een regelmatige BAFO zullen hebben ingediend.
