Net Brussel beheert de afvalstoffen die ingezameld worden op de Recyparken in het Brussels Hoofdstedelijk Gewest. De opdracht heeft als voorwerp de terbeschikkingstelling van inzamelrecipiënten, de afhaling, het transport en de verwerking van gebruikte matrassen via de Recyparken. Een gebruikte matras wordt gedefinieerd als elke matras waarvan de houder zich ontdoet, voornemens is zich te ontdoen of zich moet ontdoen en die een afvalstof is in de zin van de ordonnantie van 14 juni 2012 betreffende afvalstoffen, ongeacht de massa, de vorm, het volume, de samenstelling of het gebruik ervan. Een matras wordt gedefinieerd als een product dat bedoeld is om op te slapen en te rusten, dat door een persoon gedurende lange tijd kan worden gebruikt, dat bestaat uit een stevige hoes, gevuld met basismaterialen, en dat op een dragende bedstructuur kan worden gelegd, evenals topmatrassen (toppers) die bovenop matrassen worden gelegd (Besluit van de Brusselse Hoofdstedelijke Regering van 1 december 2016 betreffende het afvalbeheer). De inzamelrecipiënten die ter beschikking van het Agentschap moeten worden gesteld, zijn beschreven in de technische specificaties (Titel II, B, 3). De gebruikte matrassen worden via een recyclageproces verwerkt. Recyclage wordt gedefinieerd als elke operatie tot valorisatie waarbij het afval opnieuw wordt verwerkt tot producten, grondstoffen of substanties voor hun oorspronkelijke functie of voor andere doeleinden. Dit omvat het bewerken van organisch materiaal, maar niet de energieterugwinning, de omzetting voor gebruik als brandstof of voor opvulling (artikel 3, 22° van de ordonnantie van 24 juni 2012 betreffende afvalstoffen).
