Description

De onderhavige opdracht betreft één perceel en omvat het ontwerp, de levering, configuratie, integratie, testen en inbedrijfstelling van een Advanced Combustion Control System (ACCS) voor de optimalisatie van het verbrandingsproces op oven lijnen 1 en 2 van de afvalenergiecentrale (AEC) van IVAGO. Het ACCS moet de bestaande basisregeling in het SCADA (Supervisory control and data acquisition) aanvullen met een geavanceerde optimalisatielaag die automatisch setpoints aanpast voor een stabielere en efficiëntere verbranding en stoomproductie. Het systeem dient eveneens te beschikken over monitoring- en rapportagefunctionaliteiten, waarmee de operationele en technische prestaties van het verbrandingsproces kunnen worden opgevolgd, geanalyseerd en gerapporteerd. Doelstellingen: • Stabilisatie van de ovenverbranding en stoomproductie • Verhogen van afval doorzet • Verhogen van energieopbrengst (stoomproductie) • Reductie van hulpbrandstof • Vermindering van operatorinterventies • Reductie van nodige grondstoffen om emissies onder controle te houden • Het systeem dient ook als monitorings- of rapportagetool te functioneren De opdracht wordt beschouwd als een opdracht tegen een vaste forfaitaire prijs, die alle werkzaamheden en leveringen omvat zoals gespecificeerd in het bestek. Het geheel dient te worden geïntegreerd in de bestaande automatiserings- en besturingsomgeving van de installatie. De oplossing dient te worden geïmplementeerd op een PC-gebaseerde server of workstation met voldoende capaciteit om de noodzakelijke procesgegevens continu te verzamelen, verwerken, analyseren en opslaan. De opdrachtnemer dient alle noodzakelijke software, licenties, communicatiecomponenten en systeemconfiguraties te voorzien die nodig zijn voor een volledig operationeel systeem. De opdrachtnemer definieert de benodigde communicatie met SCADA en realiseert de implementatie ervan. De voorgestelde oplossing dient geschikt te zijn voor continue bedrijfsvoering en dient rekening te houden met de vereiste beschikbaarheid, betrouwbaarheid en cybersecurity van de installatie. De implementatie kan enkel doorgaan tijdens een geplande stilstand van de energiecentrale in 2027. Hiervan is een exacte datum nog niet vastgelegd, echter dit zal na 31 maart 2027 zijn. De opdrachtnemer dient zich ertoe te verbinden om klaar te zijn voor een implementatie op ten laatste 31 maart 2027.
