Description

Dit contract betreft een opdracht voor diensten met betrekking tot de implementatie van een ALM-methode voor financieel beheer (Asset-Liability Management) voor rekening van de publiekrechtelijke instelling Hedera. Het contract omvat een ontwikkelingsfase voor het ALM-instrument en een toezichtsfase. Deze diensten omvatten met name: • De analyse van bestaande verplichtingen en financiële activa; • Het opstellen van een investeringsstrategie die rekening houdt met de doelstellingen en de risicobereidheid van Hedera; • De definiëring en implementatie van een methodologisch ALM-kader (Asset and Liability Management) dat aansluit bij de strategische doelstellingen van Hedera op het vlak van financieel risicobeheer (rente, liquiditeit, looptijd, enz.); • De modellering van toekomstige kasstromen van activa en passiva; • Het ontwerp en de uitrol van besluitvormings- en sturingsinstrumenten voor ALM; • De opleiding en begeleiding van interne teams bij het zich eigen maken van de aanpak en de bijhorende tools; • Ondersteuning bij de opvolging en verdere ontwikkeling van het ALM-systeem in de tijd. De van de dienstverlener verwachte prestaties in het kader van de implementatie van het ALM-model worden uitgebreider beschreven in de onderstaande technische bepalingen (zie C. Technische bepalingen). Deze diensten moeten in ieder geval worden uitgevoerd met inachtneming van de wettelijke vereisten en de goede praktijken op het gebied van financieel beheer.
