Description

Le présent marché, d'assistance à maîtrise d'ouvrage (AMO), a pour objet de : - Permettre au Pays de Saint Gilles Croix de Vie Agglomération de choisir le type de contrat de maintenance et d'exploitation adéquat (DSP, contrat de service ...), - Fournir une assistance technique, juridique et financière pour préparer les échéances du contrat choisi, et mettre en oeuvre la passation des contrats - Etudier les travaux concessifs envisageables sur le futur contrat d'exploitation et de maintenance, - Accompagner la Communauté d'agglomération dans l'élaboration de la stratégie tarifaire. Le marché est un marché fractionné à tranches comportant les tranches et phases suivantes : Tranche ferme (TF) Phase 1 : Mission 1 : Audit technique, financier et juridique du contrat d'exploitation actuel d'assainissement Phase 2 : Mission 2 : Définition des Travaux de Renouvellement, de Mise en Conformité et de Modernisation des Infrastructures Phase 3 : Mission 3 : Elaboration d'une stratégie tarifaire lié à chaque mode de gestion Phase 4 : Mission 4 : Analyse comparée des modes de gestion envisageables (DSP ou Prestation de service) Tranche Optionnelle n°1 (TO1) Phase 5 : Mission 5 : Accompagnement dans la mise en oeuvre d'une Délégation de Service Public (DSP) Tranche Optionnelle n°2 (TO2) Phase 6 : Mission 6 : Accompagnement dans la mise en oeuvre d'un contrat de prestation de service Tranche ferme (TF) Phase 7 : Mission 7 : Accompagnement à la mise en oeuvre des opérations de fin de contrats des marchés en cours Tranche ferme (TF) en accord cadre à bons de commande, sans seuil minimum et avec un seuil maximum de 30 000 EUR HT Phase 8 : Mission 8 : Assistance technique, juridique, financière et études ponctuelles dans le cadre de l'une ou l'autre des missions précitées
