Die drei ehemals kantonalen psychiatrischen Institutionen, die Universitären Psychiatrischen Dienste Bern (UPD) AG, das Psychiatriezentrum Münsingen AG (PZM) und die Psychiatrischen Dienste Biel-Seeland - Berner Jura (PDBBJ ; heute: Réseau de l'Arc SA ) wurden per 1. Januar 2017 verselbständigt. Mit dem revidierten Archivierungsgesetz (ArchG), das seit 1. Februar 2025 in Kraft ist, besteht die rechtliche Grundlage, um die weit zurückreichenden Altaktenbestände (insbes. Behandlungsdokumentationen) ins Staatsarchiv zu übernehmen. Im Vorfeld der Revision des ArchG verfasste das Staatsarchiv 2018 einen Bericht zur Archivierung der Psychiatrieakten und sichtete hierfür die Aktenbestände am Standort der drei psychiatrischen Kliniken. 2024 besichtigte das Staatsarchiv den Aktenbestand in der Waldau erneut und aktualisierte die Dokumentationen. 2025 kam die Besichtigung der Standorte der Kinder- und Jugendpsychiatrie in Biel, Bern, Burgdorf und Spiez hinzu. Die Dokumentationen werden ohne Bilder zur Verfügung gestellt, weil darin «besonders schützenswerte Personendaten» enthalten sind.
