La Ville de Carcassonne entend s'inscrire dans une démarche volontariste et partenariale visant à faciliter l'accès aux habitantes et habitants à une offre de complémentaire santé. À cette fin, la Commune de Carcassonne lance un appel à partenariat afin d'identifier un organisme de complémentaire santé proposant une offre de complémentaire santé accessible aux habitantes et habitants de Carcassonne. La Commune de Carcassonne n'est ni assureur, ni souscripteur du contrat, ni financeur du dispositif. Elle n'aura aucun rapport juridique ou contractuel ou financier avec les souscripteurs du contrat de mutuelle. Elle aura un rôle de facilitateur de rencontre entre l'entité retenue et les souscripteurs et sera ainsi uniquement un relais d'information entre l'habitant et le partenaire. C'est l'organisme qui sera retenu à l'issue de l'appel à partenariat qui contractualisera directement et individuellement avec les souscripteurs. Le présent "avis à manifestation d'intérêt" a pour objet la sélection d'un organisme mutualiste, d'assurance ou de prévoyance en capacité de : 1/ Proposer une offre de complémentaire santé attractive et solidaire, 2/ Garantir des tarifs maîtrisés, 3/ Assurer un accompagnement de proximité des habitants, 4/ Participer à des actions d'information et de prévention sur le territoire communal. La présente consultation ne concerne pas la conclusion d'un marché public et débouchera sur la conclusion d'une convention de partenariat entre la Commune de Carcassonne et l'assureur retenu. Cette convention sera conclue pour une durée d'un an renouvelable trois fois par tacite reconduction, à compter du 1er janvier 2027 ou à compter de la date de notification de la convention à la mutuelle si cette date est postérieure.
