Detailed design for Justice District and Quality control over technical engineering and architectural design

Project: P178599 - Strengthening Foundations for Improved Justice Service Delivery Reference: CS-1-2-2 Procurement method: Quality And Cost-Based Selection Financing: World Bank REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) ROMANIA COUNTRY: ROMANIA Strengthening Foundations for Improved Justice Service Delivery Project Loan No.: 9549-RO Assignment Title: Consulting services for design associated with Building permit and Technical Projects phase for the proposed Bucharest Justice District Reference No . CS-1-2-2 The Government of Romania has received financing from the World Bank toward the cost of the Strengthening Foundations for Improved Justice Service Delivery Project , and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) objectives are to carry out the final stages of Design required by the Romanian legal framework in force, namely the Technical Project (Technical Documentation for Building Permit - P.A.C.+P.A.D.+P.O.E., Technical Project including the Execution Details - P.T.+D.E. and also including the furniture and the other necessary endowments of the envisaged Justice District), and to provide technical assistance to the Ministry of Justice, through the Department for Implementation of Externally Financed Projects (DIEFP, also “Client”): i) for elaboration of the bidding documents for the anticipated procurement of the predicted works contract and ii) during civil works execution up to their successful completion and taking over. The consulting services (“the Services”) include: Preparation of technical documentations for demolition works of the existing foundation (D.T.A.D.), construction works (D.T.A.C.) and temporary works for organization of the execution of works (D.T.O.E.) building permit/s; Complete detailed design for the construction works related to Bucharest Justice District Project (P.T.), including the technical details for execution (D.E.) and the furniture and other endowments of the District, according to / in line with the HLUAC, approved Design brief, technical-economic indicators approved through G.D. at the stage of Feasibility Study and authorized works through the building permit/s; Ensure on behalf of the Client (Ministry of Justice) that all the elaborated technical documentation is subject to prior verification of independent certified verifiers as part of these TORs, in line with the provisions of Government Decision no. 925/1995, with subsequent amendments (Government Decision no. 5/2024), whenever legal provisions require as such; Achieve on behalf of the Client (Ministry of Justice) building and demolition permit/s, related approvals/endorsements/permits prior to the building and demolition permit/s and any other needed permits and/or endorsements that may be needed to carry out the civil works; During the detailed design services, update the General Estimate of the investment according to: i) the provisions of Article 10 of Government Decision no. 907/2016 regarding the design stages and standard content framework of the technical and economical documentation of the public funded investment projects and ii) the provisions of Article 43 para (2) related to inflation rate, part of Law 500/2002 regarding public finances; Assist the DIEFP with the elaboration of bidding/procurement documentation for civil works, including the bill of quantities, according to World Bank procurement regulations. Assist the DIEFP after successful procurement of civil works contract by providing the necessary technical assistance during civil works (e.g. with necessary Site Dispositions and clarifications to the design documentation, on a case by case basis etc.) until successful completion and taking over of Justice District. The Designer will also assist the Client also post taking over of the civil works in order to achieve/obtain the functioning/operating permits for the Justice District from all concerned authorities according to the applicable law provisions, update the Land registry data and obtain postal addresses for the new buildings. The Consultant should complete all these activities within a period of estimated 6 calendar years (but no later than December 31, 2030), out of which 18-24 months are estimated for the detailed design (Building/demolition permits and Technical Project/Design) and the rest of the period is for technical assistance during procurement and civil works execution. The estimated budget is of 19,722,465 EURO (VAT included). The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.
