Opis

Le présent concerne un marché de services relatif à l’élaboration d’un schéma de développement communal (SDC) « global » - conformément à la législation relative à l’aménagement du territoire. Il s'agit d'une étude de type stratégique en matière de développement territorial. La Déclaration de Politique Communale (DPC) 2024-2030 exprime clairement l'intention de réviser le Schéma de Développement Communal. Elle annonce qu'un futur nouveau schéma local de développement territorial encadrera la transformation du territoire de manière à préserver le caractère rural des zones concernées et se prévaudra d'une démarche participative citoyenne". L’élaboration du Schéma de Développement Communal consistera également un des objectifs structurants du futur plan stratégique transversal (PST 3). Le Schéma de Développement du Territoire (SDT) wallon et le Code du Développement Territorial (CoDT) a introduit le principe des centralités pour structurer durablement l’aménagement du territoire. Un délai de 6 ans à compter du 1er août 2024 est accordé aux communes pour s’approprier cet outil et formaliser la définition de leurs centralités dans un schéma de développement communal (SDC). Durant ce délai de 6 ans, les communes peuvent adapter localement les centralités et définir les mesures de gestion de l’urbanisation.
