(as per Procurement Plan): UHE-IPSR-TEO Ukraine received financing from the International Bank for Reconstruction and Development (hereinafter - “the World Bank”, “IBRD”) and the Clean Technology Fund (hereinafter - “the Fund”, “CTF”) under Loan Agreements toward the implementation of Project “Ukraine - Improving Power System Resilience for European Power Grid Integration (Installation of Hybrid Systems for Electricity Production in PJSC “Ukrhydroenergo”)” (“the Project”) and intends to apply part of the proceeds for consulting services to elaborate feasibility study for the Project “Ukraine - Improving Power System Resilience for European Power Grid Integration (Installation of Hybrid Systems for Electricity Production in PJSC “Ukrhydroenergo”)” under this request for expression of interest. Adhering to the requirements of Ukrainian legislation regarding the composition and content of the Feasibility Study and environmental impact assessment, the Consultant shall develop the Feasibility Study, including a set of technical and preparatory design drawings, and an environmental impact (and social impact) assessment - EA and, if necessary, EIA. Despite the fact that the Project provides for 5 separate construction sites, which the Feasibility Study shall consider as separate construction objects (subprojects and/or construction phases), the Feasibility study will be combined into a single document under the following single name: "Construction. Installation of Hybrid Systems for Electricity Production in Ukrhydroenergo at: "Kyiv HPP and PSPP Cascade" branch - Kyiv HPP, “Kaniv HPP” branch, “Kremenchuk HPP” branch, “Seredniodniprovska HPP” branch, “Dniester HPP” branch ("Ukraine - Improving Power System Resilience for European Power Grid Integration - P176114)". The composition and content of the work involves the following stages: 1st stage: Preparation of the Design Assignment. 2nd stage: Feasibility Study. 3rd stage: EIA / EA (if necessary, including public discussions / hearings). 4th stage: Feasibility Study expertise. 5th stage: Acknowledgment / approval of the Feasibility Study. The Feasibility Study expertise shall be conducted by an independent third party (which is called an "expert organization"). This third party can be a private or public entity that is part of the Ministry for Communities, Territories and Infrastructure Development of Ukraine (Ministry of Infrastructure). The Feasibility Study is submitted by the Client for examination, but at the same time, the assignment includes support by the Consultant during the above-mentioned steps and up to the acknowledgment / approval of the design documentation (Feasibility Study), with a flexible schedule for the provision of consulting services depending on Ukrainian procedures and regulations. Approval of the Feasibility Study - after the Feasibility Study documentation has successfully passed the expertise, further acknowledgement/approval will mean formal approval and/or acceptance of the Feasibility Study by the relevant state bodies, up to the Cabinet of Ministers of Ukraine, or, otherwise, UHE, although in this last case - subject to compliance by UHE with certain conditions. UHE shall inform the Consultant in a timely manner and in advance on the manner in which the acknowledgement/approval of the Feasibility Study is envisaged. The duration of the Services provision is tentatively estimated for a period of 8 calendar months starting from the conclusion date of the Contract with the Consultant.
