Project: P160751 - Justice Services Improvement Project Reference: CS-1-11 Procurement method: Least Cost Selection Financing: World Bank REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) ROMANIA JUSTICE SERVICES INPROVEMENT PROJECT Loan No.: 8695 Assignment Title: Consulting services related to the design for Corabia First Instance Court and Calafat First Instance Court Reference No.: CS-1-11 The Government of Romania has received financing from the World Bank toward the cost of the Justice Services Improvement Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include assessment and update of building permits documentation, technical projects and general estimates through the following activities: Perform a new technical expertise (structural screening based on the Seismic design code - Part III - Provisions for the seismic assessment of existing buildings, code P 100-3/2019) to inform the review/update of the documentation; Review, update, complete/correct, on a case by case basis, of the initial PT documentations (PAC, POE, PT+DE, including related prospective studies, sub-permits, endorsements); Only if necessary and depending on a) above, update the General Estimate and the related estimates for each object and provide the necessary justification documents, if the case may be, for CTE (Technical-Economic Committee) - DIPFIE re-approval; Assist the Beneficiaries for obtaining the building permits. The Consultant will exercise his task in a period of approximate 6 calendar months as follows: approximately 5 months for assessment and update of technical designs, approximately 1 month to obtain the building permits and related endorsements/approvals. The estimated budget is of maximum 192,000 EURO (VAT included). The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest. The Ministry of Justice - Department for Implementation of Externally Financed Projects (DIEFP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: It is expected that the Consultant will cover the following area of expertise providing evidence of previous national/international experience in at least 2 relevant projects, including working experience in Romania: Expertise in Architectural design with focus on public buildings, civil works and installation - 40 points ; Experience in restoration of historical monuments, historical structures restoration, restoration works in the field of installations (electrical, mechanical, HVAC and plumbing), restoration of artistic components and restoration of finishing design, bill of quantities in the field of restoration works etc. with knowledge of relevant Romanian legislation in force - 40 points ; Expertise in the latest standards for environmental designs and seismic methodologies for public building, fire protection, physics of the building - 15 points ; Experience in Eastern Europe and with public/International Financial Institutions/Bank-funded projects is considered an advantage - 5 points . Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy . In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Least Cost Selection method set out in the Procurement Regulations.
