Закупівля на виконання вимог постанови Кабінету Міністрів України від 12.10.2022 №1178 “Про затвердження особливостей здійснення публічних закупівель товарів, робіт і послуг для замовників, передбачених Законом України “Про публічні закупівлі”, на період дії правового режиму воєнного стану в Україні та протягом 90 днів з дня його припинення або скасування” із змінами. Додаткове фінансування згідно Довідки про зміни Кошторису 3 ДПРЗ ГУ ДСНС України у Вінницькій області на 2026 рік за КПК 1006280 від 26.08.2026 року № 59 (що закуповується за кошти субвенції з місцевого бюджету державному бюджету на виконання заходів «Програми поліпшення техногенної та пожежної безпеки населених пунктів та об'єктів усіх форм власності, розвитку інфраструктури підрозділів Державної служби України з надзвичайних ситуацій Чечельницької селищної територіальної громади на 2026 - 2030 роки». Рапорт та службова записка Долинського В.М. № Р-121/47-73 від 26.08.2026 року. Відповідно до роз’яснення Міністерства економічного розвитку і торгівлі України від 03 вересня 2020 року №3304-04/54160-06 “Щодо планування закупівель” Законом встановлено, що закупівля здійснюється відповідно до річного плану у разі: 1) виникнення нової чи додаткової потреби у товарах, роботах чи послугах, яку замовник не міг передбачити; 2) виділення додаткових коштів; 8) інших подібних випадках, замовник може вносити відповідні зміни до річного плану закупівель, шляхом створення нових та/або редагування/видалення існуючих рядків річного плану з інформацією про закупівлі. Водночас, ураховуючи поняття “предмет закупівлі”, такий предмет закупівлі (у новоствореному чи відредагованому рядку річного плану) у вищевказаних випадках вважатиметься новим предметом договору і новим предметом закупівель.
