На зазначену закупівлю розповсюджуються правила здійснення закупівель, визначені вимогами співфінансування Європейським Союзом (Ukraine Facility). Усі товари, які закуповуються повинні походити із прийнятних країн (перелік прийнятних країн розміщено за посиланням https://me.gov.ua/Documents/Detail?lang=uk-UA&id=99515de8-4512-4941-afaaca5887a9b4f4&title=PerelikPriiniatnikhKrain). Пропозиції мають право подавати всі заінтересовані особи, всіх форм власності та організаційно-правових форм (із урахуванням обмежень, визначених законодавством), за умови, що вони зареєстровані у прийнятних країнах, та якщо вони особисто або їх кінцеві бенефіціарні власники є особами, до яких не застосовано обмежувальні заходи у вигляді санкцій Європейського Союзу та вони не знаходяться у санкційному списку Європейського Союзу. Договір за результатами проведення цієї закупівлі не може бути укладений якщо постачальник, пропозиція якого визначена економічно вигідною за результатами здійсненого замовником запиту пропозицій постачальників в електронному каталозі (далі - Переможець відбору) не зареєстрований у прийнятних країнах та він особисто або його кінцевий бенефіціарний власник, є особою, до якої застосовано обмежувальні заходи у вигляді санкцій Європейського Союзу та така особа знаходиться у санкційному списку Європейського Союзу https://www.sanctionsmap.eu/#/main.
