Detta kontrakt avser tillhandahållande av gränsnära mottagnings-och återvändandecenter för personer som Migrationsverket bedömer har rätt till logi.Centret ska vara utformad på ett sådant sätt att det möjliggör flexibilitet i användning, då de individuella behoven kan förändras med kortvarsel. Centret ska därför kunna nyttjas oberoende av den enskildes aktuella process status och vara anpassningsbar utifrån verksamhetens behov. Boendetiden varierar mellan individer och kan inte fastställas i förväg.Kontraktet omfattar en heltäckande tjänst som ska tillgodose samtliga grundläggande behov kopplade till boendet. Detta infattar tillgång till möblerade boenderum, informationsfunktion, måltidservering inklusive livsmedel, hygienutrymmen, hygienprodukter, tvättmöjligheter samt ytor för lek, studier och aktiviteter, både inomhus och utomhus. Vidare ska utrymmen för social samvaro, erforderlig bemanning samt arbetsytor för Migrationsverkets personal ingå.Tillgång till internet ska säkerställas. Samtliga delar ska uppfylla de krav och specifikationer som framgår av kontraktet.Modulbaserade lösningar får uppföras som en del av centret, till exempel i syfte att tillgodose behov av gemensamma ytor eller andra kompletterande funktioner, under förutsättning att dessa uppfyller tillämpliga krav enligt avtal och gällande regelverk.Leverantören ska ha förmåga och resurser att leverera enligt kontraktet från och med avtalsstart.Migrationsverket garanterar inte några inköpsvolymer eller inköpsvärden i detta kontrakt. Vid uppstart och under avtalstiden kommer gemensamma möten mellan Migrationsverket och Leverantören att genomföras. Syftet med mötena är att båda parter ska föra en dialog kring frågor som rör kontraktet och bidra till goda affärsrelationer.
