Leverantören ska kunna tillhandahålla tjänsten till samtliga brukare inom Pajala kommun, oavsett geografisk placering. Hänsyn ska tas till kommunens glesbygdskaraktär.; Pajala kommuns har som mål att med hjälp av upphandlad leverantör effektivisera verksamheten och med hjälp av teknisk innovation förbättra möjligheten för brukare inom ordinärt boende att leva ett aktivt och normalt liv. Inom detta område kommer troligtvis under ramavtalstiden en teknik/funktionsutveckling att ske hos antagen leverantör. Ramavtalet omfattar att leverera trygghetsskapande teknik för ordinärt boende inom Pajala kommun. Tjänsten för trygghetslarm omfattar hela larmkedjan.
