Målet är att säkerställa god tillgång till livsmedel av hög och jämn kvalitet för exempelvis vårdboenden, fritidsgårdar, skolor och förskolor. Vissa inköp har dessutom en pedagogisk eller social roll, då de ibland genomförs tillsammans med brukare eller deltagare. Avtal kommer att tecknas med alla butiker som uppfyller de krav som anges i upphandlingen.
