La présente procédure porte sur la mise en concurrence d’un marché de service. Le présent marché fait l’objet d’une procédure d’appel d’offres sous forme d’un contrat-cadre, au sens de l’article 25 de l’AIMP 2019. Les bureaux désignés auront la charge d'évaluer la qualité des diagnostics PEB intégrés dans les dossiers de demande de permis disponibles sur la plateforme FRIAC. La mission consiste à : - Contrôler des diagnostics PEB selon les exigences fédérales et cantonales (liste FACH, cahier des charges ASCA) - Rédiger des préavis (favorable, favorable avec conditions, défavorable) - Collaborer en vue d’optimiser les procédures (veille technique, mise à jour des check-lists, propositions d’amélioration) - Assurer un support technique pour des questions ponctuelles liées aux polluants du bâtiment
