Hanke eesmärk on leida audiitor Riigikontrolli 2026., 2027. ja 2028. aasta majandusaasta aruannete raamatupidamisaruannete ning tehingute vastavuse kontrollimiseks vastava aasta riigieelarve seadusele. Hange viiakse läbi Riigikontrolli seaduse § 5 alusel, mille kohaselt auditeerib Riigikontrolli tegevust igal aastal Riigikogu poolt rahanduskomisjoni ettepanekul määratud audiitorettevõtja. Audiitorettevõtjal on Riigikontrolli tegevuse kontrollimisel samasugused õigused nagu Riigikontrollil kontrollimiste läbiviimisel.
