The Ministry of Internal Affairs/Agency of Information Society has received financing from the World Bank toward the cost of the Strengthening Digital Governance for Service Delivery Project (SDGSDP) , and intends to apply part of the proceeds toward payments under the contract for Revamp and extension of e-Kosova Portal with additional services and functionalities, improved design, security and performance . 2. The Ministry of Internal Affairs/Agency for Information Society now invites sealed Proposals from eligible Proposers for: Revamp and extension of e-Kosova Portal with additional services and functionalities, improved design, security and performance . The strategic objective of the Government of Kosovo is to ensure digital transformation of all public administrative services by 2030. It is estimated that more than 400 public services shall be digitalized by 2028. To achieve this ambitious goal, the next generation of e-Kosova platform shall become robust, scalable and technologically open, allowing parallel implementation of e-services by multiple vendors. 3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers (July 2016, revised November 2017, August 2018, November 2020, and September 2023 (“Procurement Regulations”) and is open to all eligible Proposers as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80 % and for Bid cost: 20 %. 5. Interested eligible Proposers may obtain further information from Agency of Information Society/SDGSDP project, Attn: Luan Asllani, Procurement Specialist e-mail: kodgov@rks-gov.net and inspect the request for proposals document during office hours 0900 to 1500 hours at the address given below. 6. The request for proposals document in English language will be received upon the submission of a written application (e-mail) to the address below. 7. Proposals must be delivered to the address below on or before 10.00h Kosova time on October 20, 2025. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening. 8. All Proposals must be accompanied by a Proposal-Securing Declaration . 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document. 10.
