Dans le cadre de RCARS, L'OCSIN cherche à mettre en place un partenariat solide avec un Partenaire qui possède les compétences et une expertise prouvée dans l'implémentation, le déploiement et la paramétrisation de solution standards du marché type "référentiel de données" / MDM, ainsi que dans la maintenance de cette solution. Dans cet appel d'offre, le premier livrable sera ce que nous appelons Minimum Viable Product (MVP). Le delta entre ce produit initial (MVP) et le produit final (enrichi) fera l'objet d'étapes successives qui pourront être accordées au soumissionnaire retenu s'il a obtenu notre satisfaction durant la mise en place du MVP. L'objet de cet appel d'offre est donc de trouver un Partenaire qui prendra en charge la mise en place, la paramétrisation et la maintenance de ce MVP, sous responsabilité du SCLI.
