Description

Le présent marché a pour objet l'accompagnement de la collectivité dans l'élaboration du PAPI 3 du Delta de l'Aa. A cette fin, le prestataire retenu devra réaliser les prestations comme suit :  Etablir un bilan complet du PAPI 2, à la fois technique, financier et opérationnel, afin d'en extraire les enseignements les plus fondamentaux et structurants pour le nouveau PAPI 3  Réaliser les analyses coûts-bénéfices (ACB) et multicritères (AMC) sur les actions envisagées, afin de les hiérarchiser et de justifier les choix stratégiques  Elaborer la stratégie et le programme d'actions du PAPI 3, en s'appuyant sur les études existantes et les retours des différentes parties prenantes à son élaboration  Produire une analyse évaluation environnementale proportionnée, intégrant les enjeux écologiques du territoire et les principes ERC (Eviter, Réduire, Compenser)  Accompagner la collectivité dans les phases de concertation et de validation, en animant des réunions et en produisant les supports adaptés
