Project: P504999 - Delivering Resilient Infrastructure in Vulnerable Environments in Ukraine Project Reference: DRV-CS3 Procurement method: Individual Consultant Selection Financing: World Bank REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - INDIVIDUAL CONSULTANT SELECTION) Ukraine DELIVERING RESILIENT INFRASTRUCTURE IN VULNERABLE ENVIRONMENTS IN UKRAINE (DRIVE) PROJECT Credit No. 7748-UA Name of Assignment: Quantity Surveyor for Technical Supervision Services of the Installation of Two Temporary Modular Road Bridges at km 29+012 and km 41+382 of Public Road of National Importance R-87 Halych - Pidhaitsi - Sataniv, Ternopil Region Reference No.: DRV-CS3 Ukraine has received financing from the International Bank for Reconstruction and Development and International Development Association (hereinafter referred to as the Bank) under the Financing Agreement dated April 02, 2025 No. 7748-UA for implementation of the Delivering Resilient Infrastructure in Vulnerable Environments in Ukraine (DRIVE) Project (hereinafter referred to as the Project). As part of the Project implementation, these funds have been allocated to the State Agency for Restoration and Development of Infrastructure of Ukraine (hereinafter referred to as the Client). The Client intends to apply part of the proceeds for consulting services. Consulting services (hereinafter referred to as Services) include verifying and quantifying the rendered services for installation of modular bridges, maintaining records of the actual services provided in accordance with the bill of quantities and design documentation, preparing reports and other documentation, as well as participating in inspections, commissions, and meetings related to project implementation. The estimated duration of service provision is 3 months. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). The qualification criteria for selecting the Consultant are: University degree in construction and civil engineering. At least 5 years of professional experience in the preparation of cost estimates for infrastructure construction projects, specifically in construction of road and artificial structures, as well as the relocation of utilities. Fluent English will be an advantage, Fluent Ukrainian is mandatory. 2 successfully completed projects of similar nature and complexity will be an advantage. Experience in projects financed by IFIs, in particular the World Bank, will be an advantage. A valid qualification certificate in the relevant specialization in civil engineering design, specifically in cost estimation, in accordance with the legislation of Ukraine. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, fifth edition dated September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
