BACKGROUND The International Bank for Reconstruction and Development (hereinafter referred to as the IBRD, the Bank) will assist Ukraine in financing the Project “Preparation of Sustainable Projects to Promote the Recovery of Ukraine (PREPARE Ukraine)” (hereinafter referred to as the Project), which is aimed at supporting Ukraine in preparing for the implementation of projects submitted to the PPP Agency under the Ukraine Government PPF program prioritized as part of the Ukraine public investment management (“PIM”) process and approved by the Strategic Investment Council (hereinafter - Investments), and at the same time building the capacity of the Government of Ukraine to ensure effective management of public investments. The Project will be implemented under the general supervision of the Ministry Economy of Ukraine (hereinafter - MoE) by the Project Implementing Entity - State Organization “Agency on support Public-Private Partnership” (hereinafter - PPP Agency). PPP Agency will create a Project Implementation Unit (hereinafter - PIU) for day-to-day management and coordination of the Project and provision of assistance to the Project in disbursement issues, financial management, reporting and other Project related activities. PIU shall be responsible for general coordination of activities and reporting under the Project [through the MoE]. The need for the PPP Agency to engage consultants by purchasing their services is justified by the need for effective implementation of Project activities, assisting the staff of the PPP Agency in day to day Project operations and the decision-making process. In addition to the Grant Agreement and Project Operations Manual, internally, the Project shall be regulated by the Decree of the Cabinet of Ministers of Ukraine dated 27.01.2016 № 70 “On the procedure for the preparation, implementation, monitoring and completion of the implementation of economic and social development projects of Ukraine supported by international financial organizations”, other legal acts of the Cabinet of Ministers of Ukraine and Orders of MoE. 2. OBJECTIVE The Procurement Specialist shall work closely with the PPP Agency to provide assistance and advice to the PPP Agency on the procurement of mainly consulting services within the framework of the Project in accordance with IBRD requirements, as well as monitoring the implementation of contracts with contractors, which will lead to the successful implementation of the project. 3. SCOPE OF SERVICES Procurement Specialist will perform the following tasks: preparation and regular updates of the Project Procurement Plan; preparation of Bidding Documents, Requests for Proposals, evaluation reports. draft Contracts and other procurement-related documents; participation in preparation of Terms of References under the Project procurement; provision regular assistance and clarifications to the Tender Committee, evaluation groups under the Project related procurement activities; participation in contracts administration (preparation and review of amendment, variations, notices, etc.) follow-up and assistance in other Project procurement activities; planning, supervision and reporting on Project procurement; maintain databases and archive all documentation on procurement under the Project; organization of training, exchange of experience and study tours for MoE, PPP Agency and other main Project stakeholders; performance of other tasks required under the Project. 4. REPORTING The Procurement Specialist will report to the Director of the PPP Agency and First Deputy Minister of Economy of Ukraine. 5. PROVIDED RESOURCES Workplace equipped with PC and telephone; Access to Internet, photocopier, printer and scanner; Project related documentation; Relevant Bank documentation. 6. REQUIRED EDUCATION AND QUALIFICATIONS University degree in engineering/finance/economics/law/management or another related field; Have a minimum of 3 (three) years of experience in procurement in joint projects with IFOs, including procurement of consultancy services; Have practical knowledge of the IBRD or similar procurement rules and procedures; Be fluent in Ukrainian and English, both written and spoken, and the ability to convey complex issues to various audiences; Advanced level of PC skills, knowledge and practical skills of using standard MS packages (MS Word, Excel, Power Point), email and databases; 7.
